Richard John Hoover Jr was born on May 6th, 1947, in New Jersey, and passed away on May 13th, 2026, at Mease Hospital Countryside, Safety Harbor, Florida. Remembered as a patriot, his life of service and commitment stands as his enduring legacy.
As a young man, Mr. Hoover answered the nation’s call and completed three tours in Vietnam with the United States Army. He was awarded the Purple Heart for wounds received in combat, underscoring his courage. His military record remains a point of honor for his family and colleagues.
After returning home, he continued to protect the public, recently beginning work as a Police Officer with the Florida Department of Law Enforcement. That role reflected the same sense of duty that guided his wartime service. He tackled every assignment with the discipline and calm learned on the front lines.
Beyond uniformed service, Mr. Hoover gave his time to the community as a volunteer at Brooker Creek Preserve. A keen birder, he spent many hours supporting the Environmental Education Center and sharing his knowledge with visitors and his beloved grandchildren. He also found joy in building intricate Lego sets, often joined by his grandchildren.
Those close to him describe him as hardworking, determined, supportive, loyal, and compassionate. These qualities shaped both his professional record and his daily life. He earned trust because his word matched his actions.
Mr. Hoover is survived by his wife Donna Hoover; daughter LeAnna (Nick) Tudor; son Ken (Delaney) Hoover; stepsons William Koutney and Tyle Koutney; sister Robin Prater; and cousin Pat Kline. He was preceded in death by his parents, Ruth Hoover and Richard John Hoover Sr. His grandchildren will carry forward the stories of their grandfather’s service and quiet humor.
In lieu of flowers, the family recommends contributions to Brooker Creek Preserve & Environmental Education Center, continuing the conservation work that meant so much to him. Such support will extend his lifelong commitment to stewardship.

A Memorial Service will be held on Friday, May 29, 2026, at 10 AM followed by Inurnment with Military Honors at 11 AM at Memorial Park Funeral Home: 5750 49th Street N, St. Petersburg, FL 33709.
