Ray used his big smile and a touch of common sense to solve all the sticky problems. When he said "No" to developers they felt good about it.
To Ray's Family, Ray was one of those "unforgetable" charaters that I admired so for his knowledge, his unconvenial methods for getting it done, and most of all his courage to speak out when others would never dare. He was a good friend and together we did our best to keep Public Works on the straight and narrow. I am so sorry for you loss. I will miss him.

Ray was a huge asset to Pinellas County. We both will miss him as a very nice guy and good friend. Our thoughts are with his family. We send love from TN.
Wanda, Ray was one of the best in the business. He taught me a lot about how to get things done in the county when I was in Pinellas Park. I owe a large part of my philosophy on serving the public to Ray. Rest in peace and the Lord be with you.

To Ray's Family, you are in my thoughts and prayers and I'm so sorry for your loss. Ray was quite the Icon in the Utilities industry. He left his mark on many of our hearts and reminded us the value of teamwork, and how to say No, with a smile. He was instrumental in saying the common sense thing to bring us back on track. He was a great mentor. He is and will be missed.
